你有去神戶嗎，我也有呀! 那次我只怕cancel, 完全不擔心H1N1 =P，想不到這次又這樣..

我知道東京不是混亂那種情況，只是停電交通核問題各樣加起來，
就覺得，即使去了也不順心,...>_<

Did you read all information before you bought the ticket?
The website & ticket state that:
『当選の場合､申込み枚数の変更､ｷｬﾝｾﾙ､払い戻し等は一切受付ません｡』
Right now, only OSAKA & WAKAYAMA tickets can have refund.
As there is no change of the Nagano concert schedule, I guess you can't have refund.
