Did you read all information before you bought the ticket?
The website & ticket state that:
『当選の場合､申込み枚数の変更､ｷｬﾝｾﾙ､払い戻し等は一切受付ません｡』
Right now, only OSAKA & WAKAYAMA tickets can have refund.
As there is no change of the Nagano concert schedule, I guess you can't have refund.
